8. Enter minimum order amount for free shipping
9. Configure Displayed Error Message that is shown when the free shipping method is unavailable
10. Ship to Applicable Countries – Allow customers from all the countries specified in the Configuration can avail free shipping
11. Ship to Specific Countries – Select the countries where free shipping can be offered
12. Set “no” in Show Method if Not Applicable if you want to show free shipping only when applicable.
13. Enter sort order
14. Save the configuration
    

Note: Make sure to enable free shipping in the carrier configuration that you are going to use.
